Need translation help

Greetings from California

My grandfather is Johan Erick Karfsor from Kvevlax, he came to America in 1890. On the front of his passport is stamped "Finans Expeditions Karta Stempel", does anyone know what this means? I've been trying to track back and find out how he got here.

I don't know if this is relevant but during the Russian rule of Finland Finans Expeditionen was the section for Finance in the Finnish senate. I 1890 senator Clas Herman Molander was head of the section.

Thanks Sune, new information gives me another direction to search. I'm having such a difficult time tracing him from Finland to the US.
