I read that this was a favorite of President Urho Kekkonen and it is a specialty of Kainuu.

To make it, dice peeled potatoes and put them into hot water. Add quartered onions, a bay leaf, whole allspice and salt. Cook until potatoes are nearly done. Add large pieces of fish: salmon, whitefish or burbot and dabs of butter. Simmer until the fish is done. If you desire, thicken it with a bit of rye flour, or leave it clear. Sprinkle with diced dill and chives. Top a serving with finely chopped raw onions and melted butter.
