According to an article in Uleåborg's newspaper Kaleva, in 1968 President Urho Kekkonen offered all of Lapland north of the 67th latitude to the Soviet Union in exchange for Viborg and the territory to the west. The proposal was held secret and did not lead to anything concrete.

It was earlier reported that in 1991 the Soviet Union offered to return Karelia to Finland. Andrej Fjodorov, adviser in the Yeltsin administration, was among the group who calculated the price for the purchase of Karelia at $15 million. No official proposal was made, but unofficial contact was made at a high level.
